HSN Code for Fire Extinguishers and Fire Safety Equipment

The extinguisher is 8424.10 and the charge inside it is 3813. How a fire safety catalogue splits across goods and service codes.

The HSN code for a fire extinguisher is 8424.10 — fire extinguishers, whether or not charged. The phrase "whether or not charged" is the tariff's own wording, and it carries a consequence people miss: the chemical inside the extinguisher has a separate heading of its own. A company that sells cylinders and a company that refills them are billing under different chapters, and a company that does both is billing under both plus a service code.

Heading 8424: the extinguisher itself

Heading 8424 sits in Chapter 84 among machinery and mechanical appliances, and covers mechanical appliances (whether or not hand-operated) for projecting, dispersing or spraying liquids or powders; fire extinguishers, whether or not charged; spray guns and similar appliances; steam or sand blasting machines and similar jet projecting machines.

Fire extinguishers are named explicitly in the heading text, which removes most of the argument. Sub-heading 8424.10 is their line, and the eight-digit split in the Indian tariff separates the types. The classification does not change with the extinguishing medium: a water, foam, dry chemical powder, CO2 or clean agent extinguisher is 8424.10 in every case, because the heading classifies the appliance, not its contents.

Trolley-mounted and wheeled units stay in the same heading. Fixed suppression systems installed into a building are a different question entirely — see the note on services below.

The charge is not the cylinder

Heading 3813 in Chapter 38, miscellaneous chemical products, reads: preparations and charges for fire extinguishers; charged fire-extinguishing grenades. Dry chemical powder, foam concentrate, wet chemical and clean agent supplied as a refill are goods of 3813, not 8424.

This split has practical consequences for three kinds of business:

  • Refilling companies supply mainly 3813 material plus a servicing labour component. Coding every refill invoice as 8424 misstates both lines.
  • Distributors selling new units and refill packs need both codes in the item master.
  • Buyers reconciling purchase invoices will see the same vendor raising invoices under two chapters, which is correct and not a red flag.

Alarms, hoses, pumps and the rest of the system

HeadingWhat it covers
8531Electric sound or visual signalling apparatus — fire alarms, burglar alarms, indicator panels, sounders and beacons.
5909Textile hosepiping and similar textile tubing — fire hose, with or without lining, armour or accessories of other materials.
8413Pumps for liquids — fire fighting pump sets, jockey pumps, hydrant pumps.
8481Taps, cocks, valves and similar appliances — hydrant valves, landing valves, sprinkler heads and branch couplings.
9020Other breathing appliances and gas masks, excluding protective masks with neither mechanical parts nor filters.
6506 / 6217Safety headgear (6506) and made-up protective clothing accessories; fire-resistant garments follow the apparel chapters by construction.
3926 / 7326Brackets, stands and cabinets — classified by material, as articles of plastics (3926) or of iron and steel (7326).
The rest of a fire safety catalogue.

A fire safety supplier's catalogue therefore spans seven or eight headings, and the extinguisher itself is often the smallest part of it by value.

Refilling, AMC and installation are services

The moment the invoice is for work rather than goods, you need a service accounting code from Chapter 99 instead of an HSN:

  • Servicing, pressure testing, refilling labour and AMC — group 9987, maintenance, repair and installation services.
  • Installing a fixed suppression or hydrant system into a building — this is construction and installation work on immovable property, so it falls in group 9954, and where the contract involves transfer of property in goods it is a works contract and a supply of service under Schedule II. Our guide to works contract classification covers that in detail.
  • Fire safety audits and consultancy — professional and technical services in group 9983. See our SAC code reference.

The commercially important consequence is that a single AMC invoice may legitimately carry an HSN line for replacement units, an HSN line for refill chemical and a SAC line for the labour. Splitting it that way is correct; forcing it onto one code is not.

Rates

Rates for 8424, 3813 and the associated service codes are set line by line in the rate notifications and were revisited in the 2025 rate rationalisation, so this article does not reproduce them. Confirm the entries for each code on the CBIC GST portal before configuring your billing, and see our overview of the current rate slabs for the structure they sit in.

Invoicing a fire safety contract

Fire safety work is sold to institutional buyers — factories, hospitals, malls, government departments — who reconcile carefully and pay slowly. Three habits reduce friction:

  1. Separate goods lines from service lines on the invoice. Mixing them under one code invites a query from the customer's accounts team and can misstate the place of supply, since goods and services follow different rules — see place of supply.
  2. Report the digits you are required to report, based on your aggregate annual turnover. See the HSN digit rules.
  3. Check the counterparty's registration before you bill on credit. Institutional buyers change entities and registrations more often than you would expect, and an invoice raised to a cancelled GSTIN causes a credit problem for them and a payment delay for you. Our guide to verifying a counterparty's GSTIN covers doing it at onboarding.

Frequently asked questions

Fire extinguishers, whether or not charged, fall under sub-heading 8424.10 within heading 8424 of the Customs Tariff, which covers mechanical appliances for projecting, dispersing or spraying liquids or powders. The words "whether or not charged" are in the tariff text, so an empty cylinder and a filled one share the code.
No. Preparations and charges for fire extinguishers, and charged fire-extinguishing grenades, fall under heading 3813 in the chemical products chapter. The chemical inside and the appliance around it are classified separately, which matters because a refilling business supplies mainly 3813 goods and a service, not 8424 goods.
Electric sound or visual signalling apparatus, including burglar and fire alarms, falls under heading 8531. Smoke detectors are generally handled within that heading as part of the alarm system, though detectors working on optical or gas-analysis principles can fall under Chapter 90 depending on construction.
No. Textile hosepiping and similar textile tubing, including fire hose, falls under heading 5909. The metal couplings and branch pipes fitted to it are separate again, generally under heading 8481 as valves and similar appliances or under the relevant base metal heading.
Pumps for liquids fall under heading 8413, whether or not fitted with a measuring device. A fire fighting pump set is classified there rather than with fire extinguishers, and a complete sprinkler system installed in a building is a works contract service rather than a supply of goods at all.
A service. Maintenance, repair and installation services fall in group 9987 of the service accounting codes, so an AMC covering inspection, pressure testing and servicing takes a SAC, not an HSN. If the same contract also supplies refill chemical or replacement units, those lines are goods and need their own codes.
